Cross-Border Freight from Kentucky to Canada and Mexico: USMCA, Customs Brokerage, and Transit Times

Cross-border freight from Kentucky to Canada and Mexico runs through specialized carriers, customs brokerage, and detailed documentation workflows. Horizon Pack and Ship brokers cross-border LTL and FTL through carriers with established Canadian and Mexican networks, coordinates customs brokerage, and prepares the commercial invoices and USMCA documentation that keep freight moving without border delays.

USMCA: the framework that determines duty

The United States-Mexico-Canada Agreement (USMCA) replaced NAFTA in 2020 and governs preferential treatment for cross-border freight among the three countries. The mechanics:

  • Rules of origin. Goods qualify for USMCA preferential treatment if they meet specific rules of origin (regional value content thresholds, tariff shift requirements, or product-specific rules depending on the HS code).
  • Certificate of Origin. A USMCA Certificate of Origin (typically issued by the shipper or producer) documents qualification. No prescribed form is required, but specific data elements must be included.
  • Preferential duty. Qualifying goods enter Canada or Mexico at preferential duty rates (often 0% for many product categories).
  • Non-qualifying goods. Pay standard most-favored-nation (MFN) duty rates at the destination country's tariff schedule.

For details on rules of origin and certification requirements, the USTR maintains the official USMCA reference.

US-to-Canada freight workflow

Canada is the larger and more straightforward cross-border lane for Kentucky shippers. Typical workflow:

  1. Booking. Quote across LTL carriers with Canadian networks (XPO, FedEx Freight, Day & Ross, Manitoulin Transport, TST-CF Express).
  2. Documentation. Commercial invoice with HS tariff codes, USMCA Certificate of Origin (if claiming preferential treatment), packing list, BOL.
  3. Pickup. Standard LTL pickup from KY origin.
  4. Border crossing. Most KY-to-Canada freight crosses at Detroit-Windsor (Ambassador Bridge or Detroit-Windsor Tunnel) or Buffalo-Fort Erie (Peace Bridge). Carrier files Advance Commercial Information (ACI) electronically before arrival.
  5. Customs clearance. Customs broker files the B3 Canada Customs Coding Form. Goods clear and proceed to Canadian carrier network.
  6. Final delivery. Canadian carrier delivers to destination. Total transit: 2-4 business days for most major Canadian destinations from KY.

US-to-Mexico freight workflow

Mexico is more complex due to additional security and documentation requirements. Typical workflow:

  1. Booking. US LTL or FTL carrier moves freight from KY to the Mexican border (usually Laredo, El Paso, or Brownsville).
  2. Documentation. Commercial invoice with HS tariff codes, USMCA Certificate of Origin, packing list, BOL, plus pedimento (Mexican customs entry document) prepared by Mexican customs broker.
  3. Transload at border. Most freight transloads from US carrier to Mexican carrier at the border. Some FTL carriers offer through-trailer service (no transload) with dual-licensed drivers.
  4. Customs clearance. Mexican customs broker (agente aduanal) files the pedimento. Additional security inspections common.
  5. Mexican carrier delivery. Servicio Truck Center, Transportes Castores, or similar Mexican LTL operator handles final delivery. Total transit: 3-5 business days to Monterrey, Guadalajara, Mexico City from KY.

Documentation that matters

The single biggest cause of cross-border freight delays is incomplete or inaccurate documentation. Get these right:

  • Commercial invoice. Itemized by SKU with HS tariff codes (the 6-digit international classification, plus country-specific extensions), unit values, country of origin per item, total declared value.
  • USMCA Certificate of Origin. Even if you choose not to claim preferential treatment for some reason, having the certificate prepared makes customs scrutiny faster.
  • Packing list. Detailed contents by piece, weight per piece.
  • BOL. Standard fields plus consignee in destination country with full address and contact.
  • Product-specific permits. FDA for food and pharmaceuticals, USDA for agricultural products, EPA for chemicals, ATF for firearms and ammo, plus destination-country equivalents.

What Horizon handles for cross-border

  • Quote across cross-border LTL and FTL carriers from Hardin County.
  • Commercial invoice and USMCA Certificate of Origin preparation.
  • Coordination with carrier's in-house customs brokerage (the simplest path for most shippers).
  • Referral to dedicated customs brokers for high-volume or specialized cross-border programs.
  • BOL preparation and HS code lookup for first-time cross-border shippers.

What we do not handle: dedicated customs brokerage practice (we work with brokers but don't act as one), import licensing or destination-country regulatory consulting, or specialized customs categories (military exports, dual-use goods, controlled commodities).
